Supplemental Nutrition Assistance Program (SNAP) – formerly known as “food stamps,” is the largest federal program dedicated to fighting food insecurity in the United States. It provides monthly financial assistance to low-income individuals and families specifically for purchasing groceries.
As of 2026, the program has undergone significant changes due to the One Big Beautiful Bill Act (OBBBA), which shifted more administrative costs to states and expanded work requirements.
How SNAP Works
The EBT Card: Benefits are loaded monthly onto an Electronic Benefit Transfer (EBT) card. This card functions like a debit card and is accepted at most grocery stores, convenience stores, and many farmers’ markets.
What You Can Buy: Benefits can be used for fruits, vegetables, meat, dairy, bread, and seeds to grow food. You cannot use SNAP for hot prepared meals (with some exceptions for seniors), alcohol, tobacco, vitamins, or non-food items like soap or paper products.
Eligibility and Income Limits
Eligibility is generally based on a household’s “gross” and “net” income. For 2026, the standard limits are approximately:
- Gross Income: Usually, 130% of the federal poverty level.
- Net Income: Must be at or below 100% of the poverty level after deductions (like housing and childcare).
- Special Rules for Seniors (60+): If you are 60 or older, you only need to meet the net income test. You can also deduct monthly medical expenses over $35 from your income, which often leads to a higher monthly benefit.
2026 Work Requirements
The rules for “Able-Bodied Adults Without Dependents” (ABAWDs) changed significantly on March 1, 2026:
- Age Range Expansion: Previously, work rules applied to those aged 18–54. They now apply to adults up to age 64.
- The 80-Hour Rule: Individuals in this age group must work, volunteer, or participate in a training program for at least 80 hours per month to keep their benefits for more than three months.
- Exemptions: You are exempt from these work rules if you are 65 or older, have a physical or mental disability, or are caring for a child under 14.
